I have always had the view that government is primarily necessary for "making and enforcing rules" when it is against individual interests to "do the right thing".
For instance, if US companies thrive by exporting jobs to foreign countries (and paying kids 2cents a day to make $100 sneakers), the company who doesn't do this is at a disadvantage. Government should step in and make a rule to create an advantage for the company who does the right thing, or a disadvantage to the company who is being completely self-serving.
In addition, government should provide those "big efforts" when it comes to building roads, water systems, and the like. Pooled resources. Shared resources. National defense. Hurricane relief.
Our present government is doing the complete opposite. Bush has no clue as to how to run a government that actually DOES something for its people. He is very interested in getting in each individual's business, perhaps for the goal of judging each of us as a "good christian" or not.
I guess it is up to some private company to take over the role of "Rapid Responder". Our government is too concerned with taking vegetables off life support to start thinking about the more complex problem of how to deal with huge catastrophes. How to plan for future possible events.
In a third world country the handling of Katrina would cause a revolution. Oh wait a minute, I am seeing pictures of a third world country nonstop on CNN!!
